Jim Harper—Statement of Candidacy


I was born and raised in Valparaiso and graduated from Valparaiso High School in 2001. I graduated with highest honors from Indiana University and received my law degree, with high honors, from Georgetown University. Upon graduating, I completed a federal judicial clerkship in Indianapolis and served as a public defender in New Orleans.

Then I chose to return home to Indiana to serve my community. I now practice law in Porter County. In addition to my private practice, I co-founded a national non-profit law firm that has represented hundreds of veterans seeking disability benefits for injuries they sustained during their service. I engage in pro bono work and am currently co-counsel in a case challenging Indiana’s continued use of voting machines without a voter-verified paper trail. I also serve on the board of Hilltop House, a Valparaiso non-profit that provides early-childhood education and other services to Porter County families.

In 2018, I was the Democratic candidate for Indiana Secretary of State, garnering more votes for that office than any Democrat in recent elections. I ran for Secretary of State because I believe deeply in the right of every American to cast an effective ballot. Now I’m running for Indiana’s 1st Congressional District in order to provide a new generation of leadership for our region. I’m committed to fighting for bold, progressive action to create good-paying union jobs, ensure affordable healthcare for every American, and combat climate change. I believe deeply in progressive priorities like fighting for Medicare for All, a Green New Deal, criminal justice reform, and a fairer tax structure.
